This 1998 book is a clear and accessible account of early Germanic alliterative verse which explains how such verse was treated by the Beowulf poet. There are differences of poetic style between Beowulf and the otherwise similar verse of ancient Scandinavia and continental Europe. Such distinctions have intrigued scholars for over a century, but Russom is the first to provide a systematic explanation of Old English, Old Norse, Old Saxon, and Old High German alliterative metres. The system of alliterative rules described by Russom derives from ordinary language; the rules change with language over historical time, rather than persisting as arbitrary restrictions. Once the relations between language and metre are identified, it is possible to see how language change yielded the divergent metrical practices which gave each tradition its special character. Russom's results should interest scholars of Old English and related Germanic languages, as well as linguists and those concerned with poetic metre.

Exceptional Study of ON Metre

First of all, I will keep my review from being too long, as to explain such a book entirely as is deserved would be an essay in itself (and luckily this book features selections here to see)..
The title I might say is a BIT misleading, for the majority of the book concentrates on Old Norse metrics (and the word-foot theory in general, though), and Russom only draws upon Beowulf itself a handful of times throughout the whole book. I'm not saying this is BAD, this is a great book for the serious student of Old Germanic metrics. But if you're expecting an over-the-top metrical analyses of 'Beowulf' you may be in the wrong place. This is probably more of an overthetop metrical analyses of the Poetic Edda, more-or-less..
He covers all the bases of Old Germanic verse (which one can see for themselves in the Table of Contents). This book has helped me immensely in understanding the metrics of the Poetic Edda, though it should be taken with a grain of salt for the the beginner: to keep in mind theres a lot we do not know about the Old Germanic metres, it is through intense and dedicated study that such pieces as this are put together. In other words, I'm saying Russom's is not the only viewpoint, but its one of the highly plausible ones, and one that makes complete sense.
Russom's theory, elaborated upon in this book, is the 'wordfoot' theory (word = foot), moreorless meaning the existing feet in Norse metrics were devised (and changed) based on the structure of words, fluctuations based on the time of composition.
The above sentence is the easiest way to break it down, though it can get more complex (in a fun-interesting way as you figure it out along the way).
I highly recommend this book for the scholar of Old Germanic Metre and medievalist in general. Though I will say, it takes a sharp mind and dedicated thought to seep it all in when reading
